The Construction Innovation and Technology Fund (CITF)

The Construction Innovation and Technology Fund (the CITF) is established to encourage wider adoption of innovative constructive methods and new technologies in the construction industry with a view to promoting productivity, uplifting built quality, improving site safety and enhancing environmental performance. The CITF will cover two aspects, namely technology adoption and manpower development. The CITF will be used to encourage the construction industry to use new and proven technologies developed within or outside Hong Kong. The CITF has a total of HK$1 billion funding.


A Steering Committee led by the Permanent Secretary for Development (Works) with members from industry stakeholders and major government departments will provide steer and strategic direction of the CITF as well as monitor the progress of implementation.

The CIC is commissioned to be administrator of the CITF to:

  • Conduct regular reviews of the funding scheme and advising the Steering Committee on any improvement measures to meet the needs of the industry
  • Process applications including vetting, providing ongoing support and monitoring and disbursing funding
  • Promote the CITF to the construction industry

The CIC absorbs all costs to administer the CITF including manpower and administration costs so that the entire funding can be used for the direct benefit of the industry.
